Abstract

This study aims to analyze the role of the Regional House of Representatives (DPRD) of Makassar City in developing a regional development planning approach oriented toward sustainable development. The research applies a descriptive qualitative method using the interactive data analysis model of Miles and Huberman. Data were collected through observation, interviews, and documentation involving informants from DPRD Commissions A, B, C, and D, as well as the DPRD Secretariat. The findings show that the DPRD’s legislative function is manifested through the formulation of local regulations (Perda) by considering community needs, policy implementation capacity, long-term impacts, and the integration of economic, social, and environmental aspects. In the budgeting function, the DPRD prioritizes APBD allocations based on program urgency, the city’s fiscal capacity, expected program benefits, and sustainability, including maintenance costs in subsequent periods. Furthermore, in the oversight function, the DPRD ensures that development implementation aligns with plans and budgets through commission meetings with relevant agencies (OPD), requesting implementation reports, field visits, evaluations, and follow-up actions informed by community aspirations. However, the effectiveness of oversight is influenced by obstacles such as limited and delayed data, insufficient communication with OPD, the vast geographic coverage, and limited time. Overall, the study concludes that the DPRD’s legislative, budgeting, and oversight functions are interrelated in supporting sustainable development in Makassar City.
